My excuse is that I was blindly following the Debian Policy, which
says:
| The `build' target should depend on those of the targets `build-arch'
| and `build-indep' that are provided in the rules file.
To avoid FTBFSes in python-djvulibre 0.1.13-2, I fixed debian/rules not
to follow this part of Debian Policy.
