B-D: libc6-dev (>= foo) is not quite right. Versioned provides aren't
supported, and libc has several SONAMEs depending on the architecture:
6, 6.1, 0.1, 0.3. It looks like the proper way to do that is:

libc0.3-dev (>= foo)

(That appears to have started with 3.1.7-5.)

Your package being outdated on several release architectures, that
