Actually, that wouldn't resolve the issue because that would now
silently fail.
Instead, I propose to

if Pycairo_CAPI {
boost::python::converter::registry::insert(...);
boost::python::converter::registry::insert(...);
}
and also to add python-cairo to the depends-line of python-mapnik.
