Weird.  That should be exactly the place where those files are
downloaded.  Maybe I have an idea: do you see two files named like:

  people.debian.org_%7eenrico_tags_tags-current.gz
  people.debian.org_%7eenrico_tags_vocabulary.gz

in the directory /var/cache/apt/archives?

If that is the case, then it might be that you have
/var/cache/apt/archives and /var/cache/debtags in two different
partitions, and the downloader cannot move the file from one place to
the other without a copy.  If that is the case, try putting
/var/cache/apt/archives and /var/cache/debtags in the same partition.


Could you please also run:

  strace -o /tmp/trace debtags update

and then send me /tmp/trace ?  That should tell me more of what is
happening.
