This virtual Package should also contain libglu1-xorg else all Packages who depend on it will be removed when updating from xfree to xorg. For example libxine1 depends on xlibmesa-glu or libglu1 but works perfectly with libglu1-xorg. That not every maintainer has to include libglu1-xorg in his depencies you could just add it to libglu1.
