It's what it does, cp /usr/share/pdnsd/pdnsd-resolvconf.conf
/etc/pdnsd.conf, chose manual, and done. And if you are really afraid
that this file changes often (and I can tell you it doesn't), you can
also do:

cp /usr/share/pdnsd/pdnsd-resolvconf.conf /etc/pdnsd-resolvconf.conf so
that when you get a new package you can update your /etc/pdnsd.conf
using diff3.

It's not, many packages do the same, In the next upload I'll make it
very clear in the /usr files that those are not meant to be edited by
the user, and will be overwritten by an upgrade, since some people do
not get it.

FWIW I talked with several DD who all believed you're wrong. Any package
that ships themes e.g. does that.
