Still, I suggest rewording the presubj, as users don't necessarily know what "upstream" is/means. Something like: If the bug you are reporting is not specific to Debian (packaging bug or introduced by a Debian modification), please file your bug report in the hplip bug tracker located at <https://launchpad.net/hplip/+filebug> If you want to make the maintainer and other Debian users aware of this bug, you can file the bug in the Debian bug tracking system as well; in this case, please indicate the reference of the bug filed in the hplip bug tracker. In any case, I would not include the last sentence of the current presubj. Discouraging users from filing bug reports is a sure way to miss bugs :( Forwarding bugs upstream is one of our duties as DDs. Also consider the likelihood of Debian-specific bugs being reported upstream, which is not nice either as it shifts the burden on upstream developers.
