If you want the original submitter to see your reply, you have to include nnn-submit...@bugs.debian.org in the list of recipients. Otherwise your mail will not be seen until a submitter wonders whether anyone noticed the report and lurks in to the website. Yes, debbugs is strange in this respect, but that way actually is sensible.
