Dear Paul, yes, you could say these duplicate messages are due to some "maintenance" procedures. When bugs get fixed in the stable distribution, they first get uploaded to a "staging area" called proposed-updates where users can fetch them from if they are in need of them; at that point you get the first copy of the message.
After some weeks, when we accumulate enough fixes in that staging area, we move the fixes to the stable release itself; the software that does the move sends at that point a second copy of the e-mail.
