Their licence states clearly that any individual can download the fonts.

This says to me that our ttf-mathematica package is perfectly legimate
as a package in contrib.  That is, it is a convenience package which
provides a tool which makes it easier for individuals to download and
install the fonts, which WRI has licensed them, as individuals, to do.
We could ensure that the debconf message clearly states that only
individuals may use the package (so that sysadmins using it on central
computers will have to answer 'no', which could be the default
response). 

Certainly WRI forbids us from distributing the fonts themselves.  But
treating this package as a convenience tool which individuals may use,
which helps them use their legal rights (downloading the files), that
sounds like a proper role for a package in contrib.

Yes, a ttf-mathematica (or perhaps ttf-mathematica7) would make sense.

True.  But at the moment the fonts are available for download by
individuals.  Providing a "script" (which is essentially all that the
ttf-mathematica package is) to help them do that doesn't break the
licence, since we're not redistributing the fonts themselves.
