This bug appears to only affect non-standard kernels not using
initramfs *and* using /usr on a different partition.

I'm looking for confirmation that anyone can reproduce this bug with a
Debian stock kernel package (specify full version), whether or
not /usr is on a different partition. If the affected machines do not
run a stock Debian kernel, also specify if your kernel uses an
initramfs.

I'm not able to reproduce the bug on i386 or amd64 (both with stock
Debian kernels) and it would appear that if the issue is related
solely to the use of non-standard kernels, the advice of the
maintainer applies:

"(and there is nothing we can do about  
this. the end-user would need to resolve this manually in a number of  
ways, like changing /etc/splashy/config.xml to point to a partition  
that's mounted early enough)."
