As gnupg-doc has moved between non-free and main, it looks like the orig.tar.gz hasn't moved across to match. This is a know issue in DAK; cross-component moves don't always pick up on source dependencies properly and move the orig.tar.gz as well. I know this is not necessarily *your* bug, but the easiest workaround is to simply re-upload with a new "upstream" version to trigger dak to copy the new upstream orig.tar.gz into the right place. Easiest is to just rename the current tarball to a new name (e.g. gnupg-doc_2003.04.06a.orig.tar.gz).
