No.  That is why I said you should _not_ ship a "libneon25" package.
By shipping a dummy "libneon25", you cause existing installed copies of
neon25 to be deleted, which breaks old software that has not been
recompiled.  Why do you want to do this?  Just stop building or
shipping anything named libneon25.

I still think this bug should be RC.
