The timezone definitions are enough of a dance as is (because they seem to change too frequent, just look at stable,volatile,testing-updtates) and make whatever needs timezone information in ruby use that. I'm all for batteries included and all that, but for Debian users there really is no added value and enough hassle in the current approach to not want that. As for holding back stuff, I'll leave that to your judgement (and your expectation how fast you can resolve stuff with upstream).
