This is unacceptable behaviour. First of all, the bug you describe doesn't break anything. It just halts the boot process. Second, you shouldn't have uswsusp or pm-utils for that matter on a server, that's desktop software. Third, this shouldn't happen if you didn't suspend before the powerfailure. What message did you got?
