It does, it only doesn't guarantee that the package is fully configured, which isn't important in that particular case though, as I don't use any tools from rsyslog in rsyslog-pgsql maintainer scripts.

Hm, it's actually a different problem. The rsyslog package no longer ships the /etc/rsyslog.d directory. I'll investigate why that is.
Reassigning to rsyslog.
