I didn't find a bug for this during a quick scan, so here:

Please see #484228. This is not a udev problem, it's mdadm and lvm2
failing to provide the links.

mdadm will have this fixed in 2.6.7-2 and hopefully in time for
lenny. See #435983.

and there is discusion on doing that udevsettle thing in
initramfs-tools proper. Until that's done, just use udevsettle
yourself like I do.
