Ouch. Something is very messed on your system. Try manually unpacking the
various perl packages with "dpkg --unpack <.deb file>"
or maybe try "apt-get reinstall perl perl-base perl-modules"

But we can't do anything with the bug report if you're not able to explain
how you brought your system into this state.

AFAIK, yes. We have had issues, but never one where perl systematically
segfaulted.
