Then the copyright file should say that.  I am sure I am not the only
one wasted quite some time trying to understand what CGI package I
should use.

I don't want to be rude, but as it is, the copyright file contains
incomplete information, and should IMHO be fixed.

...especially since that other package which is not in Debian is still
developped is from the same author, is THE one reported by CPAN as
being CGI.pm, and does have a 2.76 version in its history.  The
situtation may not be the result of any action on our side, but that
does not mean we should do nothing :)
