Unfortunately that is not necessarily the case, CTAN holds many
packages which are non-free (not for sale, or commercial), so only from

Furthermore, the TeX Catalogue which collects to some extend the license
information holds <license type='unknown'/>, so it was not known what
you actually wanted.

Agreed. I would suggest one of two things: Uploading *only* a README
file stating that the following files:
eqlist.dtx eqlist.ins
varindex.dtx varindex.ins
toolbox.dtx toolbox.ins
guitar.dtx guitar.ins
ushort.dtx ushort.ins
ziffer.sty
are licensed under LPPL 1.3c or higher to CTAN and asking to put them
into the respective directories that would solve the issue.
I probably can even upload that for you if you prefer. A sample README
could be:

toolbox: consisting of toolbox.dtx and toolbox.ins
