This statement is correct, yes (although I didn't check if Adun 0.6
will build with the current dpkg-shlibdeps behaviour; I work on
0.8.2).  There are valid reasons to use these LDFLAGS for adun.app,
but I understand your concern too.

adun.app has some other serious problems so once I fix them, I will
workaround the libgsl issue if the current state of #456898 is still
the same.

(JFTR: adun.app has been orphaned some time ago and I'm not adopting
it.)
