No, please re-read the Debian policy section 7.5. In this case, we only need to add "Replaces: acpi-support (<< 1.103-2)" in acpi-support-base. Because acpi-support-base has to replace one file provided by those versions of acpi-support. There's no need for a conflict because the content hasn't changed in an incompatible way. At most you could use the new Breaks: field (exactly like the Replaces above) to give a supplementary hint.
