There is a /usr/share/bug/locales/presubj to explain that, and a NEWS.Debian or a README.Debian, so I feel like closing the bug without more ado appropriate. I know there are issues for people that don't have etch sources in their autobuilder/chroot/whatever. Though adding etch sources will allow you to build packages.
