open-vm-tools requires non-free software (VMWare) for execution. Without VMWare, open-vm-tools will complain and refuse to do anything. open-vm-tools also fits the definition given in the last part of Policy 2.2.2: "wrapper packages or other sorts of free accessories for non-free programs." - Josh Triplett
