I came across strongswan looking for RC bugs to fix as part of my NM process. 
While investigating bug #442880 and bug #431874 I noticed that openswan 
ships /etc/ipsec.conf and /etc/ipsec.secrets as conffiles, which the postinst 
script then modifies. The DPM forbids this, because "[t]hese two styles of 
configuration file handling must not be mixed, for that way lies madness: 
dpkg will ask about overwriting the file every time the package is upgraded."
