In order to have the package migrating to testing, it should only be built for architectures where dynamips is available. The easiest way to do this is to change the "Architecture: any" line in debian/control to "Architecture: i386". Once you do that, or something equivalent, please file a bug against ftp.debian.org asking for the removal of dynagen binaries for other architectures than i386.
