That's not a sid-only thing, because as I explained in my bug report,
the package in sarge is not really usable.

cweb in woody recommends tetex-bin.
People who had cweb installed without having as well tetex-bin installed
fulfill the following two points:
- they have not fulfilled recommends on their system
- they don't seem to really use cweb
If you care about these people, you can update tetex-bin to remove the
unversioned conflict with cweb and let the cweb package from sid into
sarge.
But please do not re-tag this bug "sid" - that's silly considering the
state of the cweb package in sarge.
