After a lot of experimentation, I found that I could get the docbook2x-man command to work by calling it as
docbook2x-man --encoding=UTF-8 slony.xml instead. The output of xsltproc --nonet http://docbook2x.sourceforge.net/latest/xslt/man/docbook.xsl slony.xml does seem to have UTF-8 characters in it.
