Looks like it has actually been closed, but that the bts cannot parse
the ``closes'' tag?

Snip from the diff.gz of the sgml2x package:

+sgml2x (1.0.0-9) unstable; urgency=low
+
+ * Call links with -no-home flag to avoid failure when building in a
+ chroot (Closes: #296976 but I hate this - looks like bad behaviour
+ from elinks).

I remember noticing some other unclosed ELinks bugs that the changelog
tried to close.

Snip from the Debian changelog for the elinks package:

  * Fix rules to use /etc/elinks for configure (closes: #267962)
