http://packages.qa.debian.org/s/silc-toolkit.html this bug needs to be closed: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=273871 before libsilc can enter testing. The libsilc maintainer will have to resolve the reported bug by making the included shared libraries comply with policy.
