I don't think there are any strict time constraints. It is just that we are going to switch to format-independent package names for fonts in Debian and thus need to decide for one font format or the other - we are not going to ship a font in more than one format anymore unless strictly necessary. One of the reasons that might keep us from switching the freefonts package to OTF format is that it still is the prefered font for the texttopdf filter and that it currently needs this font in TTF format.
