Once it fails, get to the install menu and select "Execute a shell" then create a single directory: mkdir /target/usr/share/man/man1 Then exit the shell and continue the installation. It might be possible for Debian installer to gain a bit of support for this. Emdebian doesn't include manpages and some packages (and some udebs apparently) don't expect this directory to not exist. The installer images are experimental, notably various kernel packages are missing because most Emdebian devices need specialised or customised kernels. The most useful place to discuss issues like this is the debian-embed...@lists.debian.org mailing list, so I've cloned this bug to buildd.emdebian.org which goes to that list.
