Believe it or not, it used to do that, but the Gnome UI team decided "people should not be allowed to edit seconds in the UI". I didn't feel like arguing with them any more so I caved. (This was back when xscreensaver-demo was still the Gnome-official screen saver interface.) Anyway, it's hard to fix so I'm not going to.
