I just updated my system to libpam{0g,-modules,-runtime} 0.79-1 and login 
1:4.0.12-3. I found out that the latter doesn't read /etc/environment anymore, 
but that pam is supposed to. For some reason, it's not processing it properly, 
leaving me without a LANG setting for the moment being.

I'll see about modifying this temporarily in pam_env.conf.
