Hi Roger, during last days we add to our LAN a machine with Squeeze and we get 
the same problem, NetworkManager is waiting for
interface (even if interface is already up) not doing NFS mounts.
So in the machine with Wheezy we manualy correct symlinks

# ls -ld /etc/network/run
lrwxrwxrwx 1 root root 12 feb 15 09:36 /etc/network/run -> /run/network
# ls -ld /etc/network/run/ifstate
-rw-r--r-- 1 root root 6 feb 15 10:10 /etc/network/run/ifstate
# ls -l /run/network/ifstate
-rw-r--r-- 1 root root 6 feb 15 10:10 /run/network/ifstate

but the problem is still here

# /etc/network/if-up.d/mountnfs
if-up.d/mountnfs[]: waiting for interface eth0 before doing NFS mounts ... 
(warning).
