In auto-installation mode, the keyboard layout question has to be delayed: in normal installation process, the layout question is asked before network configuration, and thus can not be preseeded through a network-fetched preseed file. kbd-chooser apparently used to do it through installing an .isinstallable script which looks for /var/run/auto-install.active. I guess console-setup-udeb should behave similarly. Beware however of bug 657218.
