The limit turned out to be in the file /etc/apt/apt.conf.d/80aptcachelimit There is a trend towards splitting config files into small machine-manipulatable files. That may be useful, but please update the documentation (and error messages) when doing so. There is no "apt.conf". The error message could mention the correct file. The man page ought to be for "apt.conf.d" which exists, not for the historical but nonexistent "apt.conf".
