This is the ypbind process on the local machine looking for a server as far as I can tell rather than something that the server is doing for itself. This is perfectly normal behaviour if it is configured to broadcast for a server except that once it's found a server it's really not supposed to broadcast again (though if you stop and start ypserv to turn on debugging it is of course possible for this to happen). The upshot of all this is that as far as I can see ypserv itself is doing what's asked of it: it's knocking back discovery attempts from a broadcasting ypbind as asked.
