Recent wpa_supplicant supports "waiting" for the interface to appear
before it will do anything for you. Does this do more or less what you need
or do you still want this ifup/ifdown stuff. I'm tempted to not do anything
about that, mostly because most wireless cards are becoming MiniPCI and
not hotpluggable, and become I'm lazy. :P
