Maybe. But my usual experience with apt-cacher-ng is that if something needs to be done, I need to do it by myself. So I need to reproduce the environment of the users. And in case of rubygems, I have no good feeling... First, it tells me about prerequisite "builder". WTF? cpan and friends do such things automatically, and they don't need root.
