Hello,
this bug (i.e. drag'n'drop not working via vnc) is addressed upstream in
commit 2a9bf26 (Fix problems with DND on some X servers):

The problem is that gtk uses the shape extension to detect dnd but vnc
servers don't provide this extension.
2a9bf26 is a post 2.24.8 commit and so will likely appear in the next
stable point release. Maybe this is worth to be cherry-picked until
2.24.9 is released? (But note I don't know about upstream's time
schedule and didn't even test the proposed fix yet.)
For completeness, the problem was introduced in 0efb24f (Yet another fix
for shape handling) that is between 2.20.0 and 2.20.1 and so squeeze is
affected, too.
