It's very reproducible, since it failed in the same way on 12 buildds. Also, unless your goal was to hide the bug from other people willing to help, downgrading severity doesn't make much sense. We won't release with a package failing to build on buildds, no matter what.

I just tried to reproduce in clean i386 and amd64 pbuilder chroots and the build went fine, so I can't reproduce the issue.

What could be different in the buildd chroots?

They don't build arch:all packages.

Especially, current dh_installxmlcatalogs in sid creates debian/dia-common/etc

dia-common is an arch:all package, so obviously dh_installxmlcatalogs wouldn't create this directory when building only architecture-specific packages.
