please consider adding symbols files [1] for the libnl-* libraries. As udebs don't support symbols files yet, you still need proper shlibs version information, but you can determine the minimum required version more easily based on the version information in the symbols files. -V"libnl-3-* (>= $(DEB_UPSTREAM_VERSION)) looks like it is unnecessary strict.
