Actually, the cause is that the pdns package fail to list its virtual facilities in /etc/insserv.conf.d/. The central register in /etc/insserv.conf is not scalable, and thus the responsibility to update the virtual facilities have been moved to the individual package maintainers. If this fix is insufficient, I suggest reassigning this bug to pdns and follow up on the problem there.
