during work with debian package building in restricted environments I encountered space problems. Since the functionality of 'debhelper' does not seem to depend on 'man-db' (I successfully compiled and installed for testing the debian sid packages 'debhelper' and 'perl' without installed 'man-db') I suggest to change the dependency on 'man-db' from Depends to Recommends.
