I can't replicate your problem with libhighlight-perl 3.5-3+b1 (your
snippet exits silently with status 0, and my ikiwiki seems un-borken)

I have same versions of these packages, on an otherwise mostly wheezy,
amd64 box.
Could you maybe try in a different machine/chroot?
