That's an open issue which has been discussed many times on the r-sig-debian
list (== R Special Interest Group mailing list for 'R use on Debian / Ubuntu')
which is the best place for your question. The list is hosted at ETH Zuerich
just like the other R lists; you need to subscribe to post (or use Gmane or
Nabble).
Not really a bug, so closing this. Adding / changing README.Debian is not a
bad idea but what you suggest is a little too basic.
