Correction. This appears to have been the result of using service cookies. Although maybe it's the combination since the MAC does keep changing. In any event by removing service cookies option on all hosts the duplicate entries don't occur. (i.e. before I as getting hostname-2, hostname-3, etc each time I restarted avahi).
