Hi Colin, Thank you very much for the report and patch, I had missed this behavior change in dpkg.
On further inspection it turns out that setting CFLAGS from debian/rules is unnecessary anyway, the configure script already sets _FILE_OFFSET_BITS via config.h on platforms where it's required (since libpcap 1.0).
