I see two different bugs here. First, the rt2500 driver should support the standard wireless API; I've assigned a clone of this bug to the kernel, to look into that. Second, as you pointed out network-manager's integration with ifupdown should have caused it to respect your configuration in /etc/network/interfaces; I've left the original bug you filed assigned to network-manager for that issue.
